Group B now had new teams. The Central team was replaced by a component of that former team, Taranaki. The same happened with Waikato taking over from the larger catchment of Waicoa Bay. Perennial wooden spoon winner Northern were totally replaced by a team from the other end of the country, Southland. The eighth side was a Canterbury Development team. Waikato took the group from Southland and Taranaki came last.

A promotion relegation match was held and Waikato moved up with a 38-14 win over wellington who went down to the lower division. the grand final saw Akarana take the title off Counties-Manukau with a 32-12 result.
